Since the National Security Advisor is not responsible to the Parliament or accountable to it and its secret service funds are not audited, it is obvious that this policy of the Hindu Indian states Union Government is in the knowledge of the Prime Minister and the Cabinet Secretary to whom the National Security Advisor reports.
