Shiromani Akali Dal (Amritsar) states that as we wrote on the flood situation in the Punjab in our comments on this subject yesterday, it was the responsibility of the Badal-BJP government to see that the Deputy Commissioner’s toured their respective jurisdictions in the winter months as laid down in the Revenue Manual that the Revenue Commissioner of this regime along with the Chief Secretary who was in charge of the administration ensured that the Deputy Commissioners and their staff carried out the inspections of the river, streams, flood drains and the canals and saw that their embankments did not break down during the rainy monsoon season, as farming is the mainstay of the Punjab economy, which would be ruined if the embankments gave way.

The Congress government and its administration took charge in the second week of March this year and this new setup should have seen under the present Finance Commissioner and the Chief Secretary whether the last government and administration had performed its duties or not?

We would recommend that the present Congress government hold the last administration responsible for these grave lapses and the present administration be asked why, if there was failure in the last government and administration, what steps did the present Chief Secretary and Revenue Commissioner took to remedy such negligence.

The Irrigation and Drainage Secretaries of these departments must also be held responsible for not performing their duties as laid down by the Revenue Manual?

Shiromani Akali Dal (Amritsar) states that as per the Revenue Manual of the Punjab Government it becomes the duty of all district Deputy Commissioner’s to tour their respective jurisdiction during the winter months and inspect all the bandhs or embankments of all rivers, nallahs, canals and waterways within their respective areas and ensure that they are well maintained and can withstand the flood waters during the Monsoon rainy season. There is no reason whatever, to state that election duty kept them away from carrying out their laid down duty and responsibility and thus causing danger to the populace and the crops, which are the main stay of the Punjab economy. If there is a robust government in the state, it will take disciplinary action against the Deputy Commissioner’s who have flouted the rules and placed danger to the common man and damaged the state’s economy.
